Executive Summary

Building on two recent studies from CAMEALEON which are on Bottom Poor and Cash Coordination, this panel brings together experts in the field to explore what a responsible, realistic, and rights-based transition could look like. Through this panel discussion, the CALP Network, alongside CAMEALEON, aim to unpack the risks, opportunities, and practical steps needed to strengthen nationally led systems while ensuring that vulnerable populations are not left behind.
