Jean Paul El Khoury

Consortium Manager
Jean Paul El Khoury is a Consortium Manager at NRC Lebanon, currently leading the CAMEALEON Consortium. With a background in Human Resources and over eight years of experience in multi-sectoral consortium coordination, he has successfully led several major consortia in Lebanon, including the Nataf3al, H2ALL, and Lebanon Protection Consortiums. Jean Paul brings extensive expertise in establishing governance structures, managing strategic partnerships, and ensuring compliance with donor requirements. His leadership spans project design, implementation, and evaluation, with a strong focus on coordination, effectiveness, and learning.

Cynthia Saghir

Social Protection Policy Adviser

Cynthia Saghir is the Social Protection Policy Advisor for CAMEALEON and Oxfam in Lebanon, works closely with the team to lead advocacy and stakeholder engagement efforts that influence Lebanon’s social protection systems. She supports research development, contributes to reports and policy briefs, and helps share findings through events and multimedia content, and provides her expertise in social protection and more specifically social assistance in Lebanon to accomplish CAMEALEON’s influencing and research objectives.

Marwan Alawieh

Research & Evaluation Adviser

Marwan Alawieh serves as the Research and Evaluation Adviser at NRC, where he oversees the design and implementation of impact evaluations to guide strategic decision-making and advocacy efforts. He also leads CAMEALEON’s research and coordination activities, playing a central role in advancing evidence-based approaches to social assistance for Syrian refugees and vulnerable Lebanese.

Mona Mounzer

Consortium Assistant

Mona Mounzer is the Consortium Project Assistant at CAMEALEON, where she supports the Consortium Management Unit (CMU) in coordinating activities, ensuring grant compliance, and maintaining effective communication across partners. She also contributes to research, reporting, and the overall implementation of consortium initiatives.

Ingrid Betzler

Strategic Consultant

Ingrid Betzler is a Strategic Consultant with over a decade of experience in humanitarian response, specializing in cash and voucher assistance (CVA) programming in complex emergencies. She has held senior technical roles with organizations such as Mercy Corps and the International Rescue Committee, where she led large-scale CVA initiatives across the Middle East, Africa, and Eastern Europe. Ingrid has provided strategic leadership on multi-million-dollar humanitarian grants, developed harmonized targeting criteria, and contributed to global research and learning agendas.

Established in 2017 to support the effectiveness and accountability of social assistance for refugees and host communities in Lebanon.
