Executive Summary

The CALP Network hosted a two-day hybrid event in Amman, Jordan on the 24th and 25th of September to bring together CVA practitioners and policy makers from across the MENA region. Discussions focused on priority thematic areas and common challenges to the delivery of CVA in MENA, and how to move forward collectively to advance the use of CVA. A designated slot was dedicated to CAMEALEON to present the BASIC policy paper titled ”Transparency and Accountability from the Bottom-Up: Lessons from Social Assistance and Humanitarian CVA Programs in Lebanon”.

Specific issues tackled:

  • Social protection linkages to CVA in MENA, building on the work of the MENA CoP and research done in 2023.
  • Discussion on data, information management, and interoperability of systems.
  • Financial inclusion and onboarding barriers of vulnerable people to digital financial services.
  • Market functionality and market impact links to the delivery of CVA programmes.
  • The use and expansion of Group Cash Transfers in MENA and beyond.
  • Highlighting different research products produced by CALP and others, and discussing research gaps to inform future collaborative knowledge production.
  • Risks to CVA, building on the ALNAP report and how we overcome them.

Established in 2017 to support the effectiveness and accountability of social assistance for refugees and host communities in Lebanon.
