Executive Summary

In response to evolving assistance approaches and growing needs in Lebanon, the Cash Monitoring, Evaluation, Accountability and Learning Organizational Network (CAMEALEON) convened a dual event on 20 January 2026, under the patronage of the Minister of Social Affairs, H.E. Haneen Sayed, at the Hilton Beirut Habtoor Grand Hotel in Sin El Fil.

The event brought together partners and practitioners in social protection to present findings from two key studies—focused on disability inclusion in cash assistance and the experiences of Lebanon’s “bottom poor”—while fostering dialogue to strengthen accountability and improve outcomes for crisis-affected populations.

The program featured a high-level panel on the inclusion of persons with disabilities in cash and social protection programs, followed by a public webinar examining lived experiences within Lebanon’s social assistance system. Discussions generated practical reflections on how to design and implement more responsive, inclusive, and accountable support mechanisms.

This learning brief captures the main insights emerging from the research, discussions, and participant feedback.
